		<description><![CDATA[More than three out of four among the more than 27,000 adults in 26 countries  across the world believe access to the Internet is a fundamental right. This result of a poll carried out for the BBC suggested strong support globally for access to the web. The findings come as efforts are stepped up across the world to increase net access, with the United Nations leading a push for more people to be given the opportunity to get online. The survey was participated by both users and non-users of the Internet and almost 79 percent of those questioned said they strongly agreed or somewhat agreed with the description of the Internet as a "fundamental right of all people."]]></description>

		<description><![CDATA[I woke up this morning without Internet connection to my personal computer. Am I surprised? Definitely not. In our third world country, Internet disconnection is so frequent that having none of it in a day will be a surprise if not a gift to a subscriber by our service provider. What makes the normal situation unbearable is that our disconnection happen on a weekend when our children would be at home and there are four (4) of us suffering from it. The worst thing is, when I called my ISP’s customer care helpdesk, all that the poor girl on the other line can do is apologize for the inconvenience and give me a reference number and an instruction to wait for seventy-two (72) hours for their technical people to do their job. Today being a Sunday, I do not expect my regular Internet subscription to be back because my ISP has no technician who can attend to my connection problem.]]></description>

		<description><![CDATA[Computer rental used to be enough for i-café to survive as a business. This is especially true for gaming i-cafés at the time when the rent charges range from PhP20.00 to 30.00 per hour. But sad to say, these days when the prevailing rates is between PhP10.00 to 15.00 per hour only, an i-café owner has to find other sources of revenue and printing service is one of first to come to his mind. Printing as service in an i-café is logical and feasible because the cost of investment for a good digital printer is not that much and demand for such service come in naturally from his existing customers doing research, encoding and other related activities. Having been in the business myself, I have seen some i-cafés with enough volume of printing jobs such that the revenue from the service can account to as much as 20 to 30% of their gross revenues.]]></description>

Have you received documents with ".docx" extension which you want to read and/or print but cannot do so because you are using MS Office lower than version 2007 or Open Office 3.0 which cannot open such kind of file format? I know that by now most i-café owners and/or readers of this blog may already have known or installed the software or tools that can open such kind of a document and so I say that this article is not for them. This blog post is intended for those who has old versions of office productivity suites like me. 		<description><![CDATA[The news about power supply shortage and brownout schedules is already reaching an alarming level especially to the i-café industry where the income stream completely stops when an outage occur. Power outages or rotating brownouts as they call it now are sure to wreck havoc on the income of the already marginalized i-café industry in the country. An i-café is a one hundred percent (100%) power dependent and time-based business. You lose customers renting computers now due to power outage and that opportunity to earn is lose forever. Unlike other services like printing which you may postpone to a later time, renting a PC is not. Either you earn revenue when the customer enters your shop and got to seat on one of your PCs or lose the chance when he cannot. This is a sad reality on the business of i-café.  ]]></description>

PDF is the best format for sharing documents because they are compact, formatting is preserved and most computers can easily handle the file format. I was recently confronted with the situation when I needed to post the copy of Barangay Micro-Business Enterprise (BMBE) Law, its Implementing Rules and Regulations (IRR), the application form and the BMBE Certificate. I then had copies of the document in separate files (4 in all) but I want to upload and post them as only one (1) file for better appreciation by my target readers. I had to search for a way to merge them and the software application that I came across and used will be the subject of this post.]]></description>

		<description><![CDATA[This is an update on my various blogs about the implementation of NTC Memorandum Circular No. 05-07-2009 ordering the cellular phone companies to bill the phone calls made by their subscribers on per pulse (per six-second interval) basis and not on per minute charging that it used to be. The circular would have been effective since last December 6, 2009 for same network calling and December 16 of the same year for calls to other network. What happened was Globe and Smart came out with their same network calling schemes but using number prefixes other than "0" which is the default dialing procedure. Sun Cellular did not come out with any sort of compliance to the circular. Regarding the per pulse charging on calls to other networks, none of the telcos complied with the circular. Instead of complying, they filed for restraining orders with the court to stop the implementation of the circular.]]></description>
