The issue of how CJ Corona filled up his past SALNs and the recent case of a Bureau of Customs clerk Paulino Elevado who is now facing a lifestyle check for allegedly owning a Porsche car revealed the urgency to revise the form and its implementation. In view of this, the Civil Service Commission (CSC) in its Memorandum Circular No. 19 issued on February 1 adopts a new SALN form that will address gray areas in the old form and serve as a “wealth-tracker” among government officials and workers.

While the CA recognized the NTC’s mandate to implement a default billing system on per-pulse basis which would result to cost benefits by cellphone callers, it, however, questioned the manner by which the NTC arrived at the rates. This is why the telcos were asked to submit a new round of proposed rates.

Using the daily total revenue of PhP224 million and a reduced regular SMS rate of fifty (PhP0.50) centavos if the unlitext promos will be dumped, it will take only 448 million text messages per day for the telcos to reach the same total revenue.

The ITU's ICT 2010 Price Basket that say consumers and businesses globally are paying on average 18% less for entry-level information and communication technology (ICT) services than they were two years ago – and more than 50% less for high-speed Internet connections did not seem to apply in our country. I was paying my 1Mbps broadband connection at PhP995 per month since four (4) years ago and it has not gone down a bit in price. Most of the time, it is my connection speed that's down. Personally, I consider the connection cost to be the biggest barrier to broadband access in our country.

The DTI has been conducting nationwide public consultations regarding proposed amendments to the referred administrative order and one such amendment that they are planning to have is that new business name registrants must submit copies of their business permits within the six-month period or face cancellation of their registration as well as their right to their trade names. According to Villar, this new rule would hamper the growth of small enterprises because a lot of these ventures need time to “test the waters” before committing fully to their intended business.

While those surveyed apparently know that death penalty is not the maximum penalty for heinous crimes committed in our country, the suggestion to impose it on corrupt government officials only shows how much the people abhor the crime. On the other side, we must take note the battle against the cancer of systemic corruption cannot be resolved by government alone. We must participate in fighting corruption. We should be part of the solution and not be part of the problem.

No matter what the truth was, the raid of the school for alleged software piracy was apparently conducted in accordance with the Rule on Search and Seizure in Civil Actions for Infringement of Intellectual Property Rights which I discussed in my article about what must happen on a legal raid of an i-cafe. Compare how the complainant, AutoCAD and Adobe, secured the search warrant before the raid on AMA was conducted with how OMB conducts raids on i-cafés and you would surely make a second thought on whether OMB is doing correctly.
